County Team

We are delighted to introduce you to our core senior management team of Norfolk Scouts. 

Our team made up of dedicated adult volunteers who bring a wealth of knowledge from all walks of life and passion to their roles. They are committed to fostering a positive and enriching environment for all our members, ensuring that every young person and volunteer in Norfolk  has opportunities to grow, learn, and thrive. 

Shirley Sinclair – County Lead Volunteer 

Shirley’s role 

Shirley is our County Lead Volunteer who directs the operations of Norfolk Scouts. In her role she supports all adults in Scouting, the volunteers who give their time to provide leadership and inclusive, safe, and fun programmes to young people. Because Shirley believes if we don’t support our volunteers in an effective way, then they can’t do their best for young people. 

Shirley’s favourite Scout memories 

Some of Shirley’s favourite Scouting memories have been created through her Norfolk International Jamboree experiences.  She feels that these are truly inspirational experiences every time, whatever role she has play. 

Tim Rowe – Chair of Board of Trustees 

Tim’s role 

As Chair, Tim leads the board, ensuring our charity operates safely and legally, focusing on strategy, performance, and assurance. The Chair acts as a channel of communication between the board and the County Operational teams and Districts. In Tim’s role he champions the volunteering culture and ensures that volunteers are aware of it, reflect on it, commit to it, and apply it in their teams.  

Tim’s favourite Scout memories 

Tim has a great memory of leading  a team of 18 volunteers to lay on two days of activities for 800 Beaver Scouts. He felt it was an amazing experience to see what a team (there after known as “Tim’s Team”) could achieve when working together for a common purpose. 

Lily-Mai Spinks – County Youth Lead 

Lily-Mai’s role 

Lily-Mai’s focus is being an advocate for ‘Youth Led Scouting’ in Nand help to empower young people to shape their scouting!   

Lily-Mai’s favourite Scout memories 

Lily-Mai took part in the World Scout Jamboree in Korea during 2023. She remembers struggling to pull a large kit bag in the Korean heat, and a Dutch scout passing by spotted and shouted “You’ve got this, you are a tough cookie!”. That moment has stuck with her, and whenever a confidence boost is needed, she thinks of those words.   

Luke Morgan– County Programme Lead 

Luke’s role 

Luke role makes sure young people have access to a diverse range of activities as well as a varied programme. He is responsible for County Events, County activity teams and ensuring that volunteers have the tools to provide a varied programme. 

Luke’s favourite Scout memories  

Luke’s favourite memory of Scouts is completing the King’s Scout Award expedition with a group of friends he made at the lying in state of HM Queen Elizabeth II. He’d never thought he’d be able to complete such a challenge and the feeling reaching the end on the last day was euphoric! 

Jane Warden – County Support Team Lead 

Jane’s role 

Jane oversees the teams that support all the activities that support or add value the running of Norfolk Scouts this includes ICE team (First aid for events), Safety, Media, Website, Archives and the Events Team who support logistics for running events 

Jane’s favourite Scout memories 

Jane fondly remembers being a volunteer Team Leaders at the King’s Coronation and, also a time she investing 20 new Beavers Scouts to a brand-new colony.
